ABOUT THE PRESENTER: |
Dr. Mary Armstrong has over twenty-five years of experience in child welfare services, children's behavioral health, public sector managed care, and children's health insurance, specializing in state and local government organizational structures, program development and evaluation, policy analysis, and consultation. Dr. Armstrong is very knowledgeable about the impacts of major reform strategies on both service systems and programs for at risk children and families. Dr. Armstrong has served as Principal Investigator on a number of studies, including a national study of financing strategies and structures that support effective systems of care (the products of this study have been used extensively at the national level for training and technical assistance activities by groups such as The Center for Mental Health Services, SAMHSA and the Federation of Families for Children's Mental Health, as well as by state Medicaid and mental health authorities); an evaluation of child welfare privatization and IV-E waiver in Florida (findings across all study components have been disseminated at state and national conferences); out-of-home treatment alternatives; and the role of informal supports for parents with children with serious mental health problems. Dr. Armstrong is an active member of the National Association of Social Workers and has many publications in both professional journals and textbooks. She has just been elected president-elect of the American Orthopsychiatric Association, an interdisciplinary association devoted to mental health, health, and social justice. |
